Municipal Law Institute

The Municipal Law Institute was developed as a service to all public officials – both newly elected or appointed officials and seasoned veterans. The classes included in the Institute’s course roster will serve municipal officials on a daily basis, providing insight and guidance on current laws and how courts are interpreting those laws in different factual scenarios. The Institute’s classes also provide interpretation of Michigan’s newest laws and amendments to existing laws. From Freedom of Information Act requests to understanding DDA tax increment financing, the Municipal Law Institute offers an invaluable course for your needs.

Thomas J. McGraw and Stacy J. Belisle have over thirty combined years of experience in counseling municipalities in zoning disputes, DDA establishment and maintenance, real estate disputes, tax exemptions, disputes over religious institutions, Freedom of Information Act and Open Meetings Act compliance, training newly elected officials, municipal etiquette and preparing for litigation. They defend and provide guidance to municipalities in these areas every day and have the working knowledge necessary to give municipal officials the information they need to be effective, knowledgeable and respected.

The Municipal Law Institute instructors speak to numerous groups around the State of Michigan every year, including:

  • Michigan Public Risk Management Association (Kalamazoo)
  • Michigan Public Service Institute (Mount Pleasant)
